Job Purpose/Summary:
The Manager, HSE Regulatory Compliance is responsible for running the day-to-day activities of the North America Regulatory Compliance team. The Manager will also assist in the longer-term strategy planning of the Regulatory Compliance team. The role is necessary to provide oversight, guidance, review of & direction on regulatory compliance work product for internal use or consideration, and for internal & external submission.

Job Responsibilities
Assists in identifying and obtaining the resources necessary to execute on team goals.
Assigns, and manages the resources necessary to execute on team goals. This will come from a resource mix of Plains Full-Time Employees (FTEs), Consultants, Contractors, and Interns.
Serves as the pipeline safety regulatory compliance subject matter expert on a multi-functional team that would include operations, engineering, I/S, HSE, the Law Department, etc. The Manager gains buy-in for U.S. regulatory compliance implementation and execution from the multi-functional team .
Periodically presents/reports to Senior Management on the status of Plains regulatory compliance in Canada and the US.
Serves as the pipeline subject matter expert within HSE and the North America Regulatory Compliance team where they will provide leadership, guidance, and oversight in the assessment , communication , implementation , and assurance of regulatory compliance.
Assures regulatory compliance with all applicable U.S. and Canada pipeline safety and other regulatory agencies.
L eads a team of U.S. and Canada direct reports and staff members who develop, implement, and sustain Plains U.S. regulatory compliance assurance programs and initiatives.
Is required to foster a positive work environment and a culture that aligns with Plains (& HSEs) vision, values, and behaviors.
Knowledge, Skills, and Experience Required:
A bachelors degree and 10 years of relevant oil and gas field experience, or a minimum of 15 years of relevant oil and gas field experience may be acceptable in lieu of having a bachelors degree.
A minimum of 5 years experience leading people and teams.
Emphasis on roles providing oversight for regulatory compliance management.
Experience leading multi-discipline teams to develop and roll out companywide programs.
Experience leading multi-discipline teams through various agency audits.
Experience leading multi-discipline teams in responding to agency requests for information and finding of non-compliance.
Skill and experience in working as a liaison between the Regulatory Compliance team and regulatory compliance agencies with regulatory oversight over the companys operations.
Excellent oral communication skills and ability to work with a wide range of coworkers in a diverse community. Can successfully translate complex topics to all levels of the organization.
Able to develop speaking notes that align with regulatory compliance objectives for Plains Senior leadership.
Experience preparing executive level presentations and written materials.
Read, write, and speak English fluently.
Proficiency in Microsoft Office Suite.
Experience utilizing IBM Maximo is a plus.
Must have a valid U.S. drivers license and Passport.
Able to travel up to 25% of the time, including to Canada.
Cleared criminal history (background) and satisfactory reference checks
Compliance with the Companys drug and alcohol policy including pre-employment D&A testing.
