General Description:
The Budget Analyst IV performs a variety of budget and advanced accounting level tasks for the Finance Department. TVC is a mid-size agency looking for someone who has the work ethic and drive to be part of our successful team. The focus of this position will be to support the Veteran Mental Health (VMHD), Healthcare Advocacy (HCAD), Women Veteran (WVP), Veteran Entrepreneur (VEP) and Outreach programs. In addition to listed duties, this is a growth position with a pathway to move forward to management positions to support the department overall. Our philosophy is to have employees interact with as many areas as possible to prepare them for future roles. TVC utilizes the Centralized Accounting and Payroll/Personnel System (CAPPS) for financial and payroll transactions so it will be necessary to learn complex systems quickly. The ideal candidate will have strong interpersonal skills, a proven ability to learn and research issues independently, have good problem-solving skills and demonstrate strong analytical and system skills. Essential Duties and Responsibilities:
- Responsible for producing monthly budgets for assigned programs. (VMHD, HCAD, WVP, VEP, and Outreach).Acts as liaison between finance and assigned programs with monthly/quarterly meetings to disseminate information.**
- Tracks and analyzes all relevant program information ranging from encumbrances, payroll, FTEs, IT purchases and projects to be able to support program directors with decision making.
- Must be able to analyze, interpret complex data and suggest solutions. Must be able to concisely communicate relevant information to manager and director level leadership.
- Approves all CAPPS requisitions for assigned programs and assists with any coding for financial systems.
- Ability to function independently within multiple systems to include USAS, SIRS, CAPPS Financials to search, analyze, run reports and make correcting entries.
- Prepares and/or enters simple to advanced level budget and GL accounting documents independently or with limited supervision in CAPPS or USAS as directed.
- Attends CAPPS User Groups. Contributes to development of business processes.
- Maintains and consistently develops policy and procedure in areas of focus.
- Serves as generalist and backup to any GL accounting functions as needed.
- Provides excellent customer service to both internal and external customers.
- Able to handle multiple tasks concurrently.
- Strong attention to detail and accuracy.

Minimum Education:
Bachelors degree from an accredited four-year college or university with major course work in Accounting, Finance or Business Administration or any other related degree. To substitute experience for education the candidate must show they have held progressively responsible positions. Substitution is on a year for year basis.

Minimum Experience:
Three or more years of State of Texas budget experience in an office setting.
Additional Requirements:
Regular and punctual attendance.
A valid Texas Drivers License is required.
Preferred Qualifications:
Three years of budget or advanced general ledger accounting experience within a State Agency.
Three years of Appropriation Management level experience using the Uniform Statewide Accounting System (USAS).
CAPPS/PeopleSoft Financials experience.
Strong experience with SIRS, SQL Queries and Business Objects reports.
Experience assisting with any of; LAR/ Operating Budget/ Fiscal Notes/ Strategic Plan.

Normal office work environment, mostly sedentary in nature.
